Jf the declaration of a bank holiday in Delaware, all forty- eight States and the district of Colambia are operating
on a maratorium or restricted, withdrawal. North Carolina and South Carolina are operating with minor fictions, and Columbia is limiting withdrawals. In other states ks are closed.
A message from Washington states that Mr. Roosevelt sum oned x11 Democrat Congressional leaders on Sunday to fix a date for an extra session of Congress, while Mr. Woodin, Secretary to "the Treasury, has summoned members of the Federal Reserve Board and businessmen to confer, also ne Sunday. Mr. Hoover was attended by) Mr. Ogden Mills, Secretary of the Treasury, Dr. Moley, President Roosevelt's economic adviser, and Mr. Eugene Meyer, President of the Federal Reserve Board.
President Roosevelt subsequently saw a number of political and fin- ancial leaders while Mr. Hoover was closeted with Mr. Mills.
These emergency conferences have started numerous rumours. One is to the eflect that President Roose velt and Mr. Hoover- have con- sidered the possible abandonment of gold payments or an embargo Lon-gold-exports.

ONE of the most important drug seizures in Shanghai tor the past ten years was made to-day when the Police, following the arrest of a Chinese chauffe-coo veying 300 lbs, of narcoties, raided the operating base, of a powerful drug ring which, for years, has managed to cay on ita nelarična work.
The base of the ring's operations is an innocent looking: godown: in Avenue Foch and contained an elaboriste, laboratory with a most up-to-date manufacturing plant. Large quantities of narcotics were seized in the course of the raid.
