BRITAIN'S MOTIVES EXPLAINED
LONDON, Feb. 6. The Thaes, in a lending artiole under the heading, Japan and the League, says that there is no doubt that although further attempts to find a basis for a Sino-Japanese agreement by conciliation hava fail ed, Sir John Simon and Captain. Anthony Eden's encouragement to the Japanese delegates to make fur- ther endeavours for a peaceful
settlement has been rightly given.
It is clear that the Japanese Press accounts of the scope of the Anglo- Japanese conversations at Geneva are exaggerated and that they have misinterpreted Sir John Simon's purpose.
Simply Offered Advice. Sir John Simon simply offered advice which proved not wholly Be ceptabla
There is no indication that the Japanese will make concessions in the matters they have hitherto con- sistently declared essential, and seemingly there is no hope that a -method "of conciliation can at pre-
sent prevail. M
It is necessary to insist that there is nothing sinister or improper in Sir John Simon's intervention, for thore has been a curious whisper- ing gallery against him at Geneva

SPECIAL COMMUNIQUE ISSUED BY CHINESE DELEGATION
GENEVA, Feb. 0, The temper in which the Chinese Delegation learnt of Saturday's development was displayed by the issue of a Special Communique" bly to make a report on the dishy the Chinese Delegation at two
o'clock this morning, stating:- pute and recommendations for a settlement. There are indications that the solution is similar to that in the Lytton Report.
It is immediately important, for Europe rather than the Far East, that in the Assembly's report the Covenant's principles should not be compromised. There is no desire whatever to drive Japan from the League and no reason, why the re- port should make Japan's with- drawal inevitable.
If the machinery for peace is to be safeguarded in the dangerously charged atmosphere of Europe, then the Covenant must be upheld.
