Sir Joseph had no easy task in succeeding so fine a jurist as Sir Henry Gollan as Chief Justice, but the traditions of that office have been most worthily maintained. Always careful and courteous, alike. to course! and witnesses, Sir Joseph's decisions have been not ably sound.

The Hon. Mr. E. B. Hallifax. Mr. E. R. Hallifax, who is now 50 years of age, graduated at Ox- ford and was appointed a Cadet: in 1807. His first post, dated: January 29, 1898, was Acting Police. Territorios. a Magistrate, New transfer to a similar post in Hong Kung being made the same year. After passing the final examina tions, in September, 1000, Mr. Hallifax was successively Assistant Superintendent of Police, New Ter ritories, Acting Registrar General, and in 1904 Acting Doputy Superin- tendent of Police. In 1905 Mr. Hallifax was seconded as Transvaal Emigration Agent at Chinwangtao, returning to the Colony in 1907. After holding two posts in the New Territories Mr. Hallifax became Acting First Magistrate, Acting He gistrar, and in November; 1912, Re gistrar General and Member of the Executive and Legislative Councils. In 1024 Mr. Hallifax again loft the Colony to act as Commissioner of the Hong Kong Section of the D-British Empire Exhibition at Wern- bley. His success in this task wWILL recognited a year later by the award of the C.M.G. Returning to the Colony, in 1996 Mr. Hallifax be- come Acting Colonial Secretary, and later the same year.
