ROTARY CLUB YESTERDAY

“WORK AS A MEANS TO LEISURE **

The Bishop of Victoria, the El. Rev. Ronald Hall, D.D., W the speaker at the Rotary Club yesterday and he chose for his subject The Social Survey of Tenes.de," There was a very large- attendance of members and guests, the Hon. Dr. 8. W. The pre- siding,

The Chairman congratulated Rotarian Montargis 'on the honour of Chevalier of the Legion of Honour which had been conferred upon him recently by the President of France and expressed the hope that he and Madame Montargis would long live to enjoy the honour,

In response to repeated calls" of "apeach, speech," Mr. Mon- targis said "I thank you for your kind words. If I have got any distinction from the French Government It is not entirely an ad- count of my War record but also for the work I have done expe- cially in Hong Kong under the protection of the British Bag I am very thankful to all my English friends for their co-operation in the past and for the cordial welcome they have given me. (ap please.)

-

The Chairman also announced that Rotarian Cassidy, the Vice- Chairman of the Club, would be going away next month and that Sir William Hornell had very kindly agreed to serve as Vice- President in Mr. Cassidy's absencs.

Rotarian Swann, who will also be proceeding on holiday short- ty, received the good wishes of the Club throngly the Chairman who wished him "Bon Voyage" and a happy holiday

BISHOP

HALL'S ADDRESS

The Bishop's address was ation dump. Mr. Mess had had con- follows:-Like Gaul my talk is insiderable experience in the London three parts-the first defines terms docks and in Manchester. He has and describes the origins of the survey the second, describes publi- cation and the contents and the

third describes some results... Us

like Gaul-but like China-thore is a further part to my talk- little island tucked in at the bottom which is of some importance.

#

The term survey needs some com- ment, There has been a marked lauge in the handling of social problema and indeed of life itself in récent years.

The appeal to pity and the appeal of noblesse allige is no longer heard. Those who use to quote the poor ye have always with you" dare not do so now less they are told-" why is it then you live ne far away as possible from the poor?" or more drastically

"sell all that you have."

Light More Uscial Than Heat. Instead there is a growing con- ristion of society as an organic whole. The too may be a humble i member of the body but, poison toc threatens the life of the whole body. You cannot treat a poisoned toe with anb stuff. You must deal with accurate, knowledge of exactly what is wrong and with a determination ta, kerp the whole body, healthy. The difference between the survey and the old social appeal is that the old appeal was apt to be heated the survey aims at illumination." I think you will agree that in solving difficult problems light is mora useful than heat.

The Second Term.

The sooond term that heeds somme comment is Tyneside. There has been a growing use of such ares terms na Merseyside, Teeside and Wearside in recent years. The sgrowth in use of "such terms is of importance. It means you have roalised at last that in England at any rate rivers do not divide they unite.

The Loaden County Council boundary is more significant than the Thames division of Middlesex survey. So in Tyneside, the Tyne functions a unifying factor for thirteen Tyneside Boroughs. This unity is more important than the geographical division"between Nor thumberland and Durham,

Origins.

: Su much for definitions, now for origins. The moving spirits were a canon of 'Newcastle Cathedral'ap- pointed so young that for a year be bould not legally sit in his em placement, the principal of the local college and a successful and Enlightened business man. In epiration, brains and finenes were thus joined together. It is hardly Unecessary" to any in this business

community that only some” memi of the team combined all thres qualifications.

The ideal man for Doctag the survey, Henry Men dused-fran th

great capacity for apotech shiu facts and what is more variable, still greater capacity, for refusing to exaggerate.

"In the end" he kept saying, "facts alone convice,"

The second part of my talk deals In with the publication of facts. this again Mr. Mese proved a man of genius. I should never forget large issues. We realised then that the Bishop of Durham's praises of doughty episcopal champion of the his perfect English style, his clarity old order was not really enamour. of thought, his austerity of phrussed of the fast ditch-but had an and his comprehensive grasp of unfailing nose for the sentiment.

The facts of the surveys were in the first instance, produced periodi cally over three years of steady: investigation and finally written прод in a comprehensive book which has become a classic in sociological circles. This method of double presentation-first of all of each subject sa the survey of it was completed and finally in a complete raport-enabled the illumination of naked facts to penetrate many places of darkest gloom,

Facts of Particular Interest.

Some facts were of particular interest. The most far-reaching was the suggestion that for 600,000 people living in one area united by one little river to be controlled by thirteen different municipal and urban district authorities and thres or four different county councils, was not exactly business efficiency, and of the 800,000 people, over" 500,000 were controlled by three of

Shook to Many,

It mine se a shock to many to. realise that the largest town, DN the mainland between Newcastle and Londonis Gateshead which lie at Newcastle's backdoor and is largely a red brick and rather gloomy dormitory for the less pros- perous of those who made New Castle's prosperity.

Speaking later on the report, the Arahbishop of York proposed, a Tynerida County Council on the amlogy of London
