MERCHANTS SEEK STRICTER APPLICATION

NANKING, Nov. 24. The enactment of a Maritime Cus- toms Law governing the organiza- tion and functions of the Maritime Custom Houses is called for by a resolution adopted at a meeting of the Central Political Council yes terday.

The meeting also formally laid down the ruling that, pending adoption of the proposed Law, nier- com chants who have enuse for plaint against notions of the Cus toms authorities, including those concerning cases of alleged smuggl ing, may appeal to the Ministry of Finance for redress in accordance with the Law of Petition.
