This statement by Mr. Davis would seem to forecast rough waters for the Conference in viow of the fact that European leaders believe little can be done to stabilise silver. Many experts hero, however, are firm in their conviction that the Conference cannot escape the silver question because President Hoover agreed to United States participa- tion on condition that the whole silver problem be taken up. With China participating, consideration of silver would be imperative.
