After a aix·lour conference at Manchester to-day between the ro presentatives of the cotton-apinning employers and operatives in regard to the question of a reduction of wages, the negotiations broke down:

The employers offered to reduce their demands for a wage reduc- tion and said they would accept a eut of 13.3 per cent, off the stand- ard rates, just or has been done on the manufacturing side of the industry,

The operatives refused the offer and declined to advance their con-

cession previously offered, namely to accept a redaction not exceed ing per cent or tenpence in the pound.

The employers have given notice. of a reduction of wages which will expire on October 18. The opera tives declare that they will resist.

Londen, Auguat 24.-The twenty- sixth report of the Imperial Econo- mie Committee, published to-day (Stationery Office, price 6d.), des- cribes the constitution and work of the Committee since its inception in 1925. The report says:

Millions of pounds lying dormant in the possession of the High Court are the subject of a report just issued by the Dormant Funds -announce that Committee, who these funds now total £65,000,000. The committee recommend that any surplus incomo derived from that part of the funds invested should in future be surrendered to the Exchequer, The surplus for 1030-31 was £35,000.

On the question whether thero should be any time limit as to the payment of interest or apital. it is mentioned that quite recently a fund was paid out of court which, by reason of the mental incapacity of the owner, had remained un- dealt with for 48 years.
