Rotterdam, Aug. 30.-The organi sations of officers and sailors of the Merchant Service have decided to stop enlisting. With the exception of two companies the decision is equivalent to the commencement of a strike, the workers requesting the owners not to allow Dutch ships to sail under the British flag and not to replace Dutch sailors by Asiatic.
