NEW LOAD LINE RULES.
AN EXPLANATION,
ZONES AND SEASONAL AREAS.
The Board of Trade has issued. pamphlet giving explanatory notes and a chart on the zones and seasonal areas in connection with the loading of steamy, motor and. sailing ships under the now load lino regulations. They are, how ever, only applicable in full to ships which hold load line certi ficates issued since March 17, 1932. Other ships remaia under the old rules as to loading including the. limitation of Indian summer load- ing to the Indian seas.
The chart is divided into per- manent zones (ie., the summer and tropical zones) in which the same load line (summer or the tropical load line, as the case may he) is applicable throughout the year, and seasonal zones and areas (ie., sex- sonal winter and seasonal tropical) in which the load line to be used de- pends on the senson of the year, The following paragraphs (s) to (d) summarise the position as to the loading of steam and sailing ships in salt water within the several zunos and areas. For the purpose of the loading of ships, a port which is on the boundary of two ronça or arens is deemed to be a port in the zone or area into which the ship is about to proceed.
(A) Steamships in General.-1. In either of the two summer zones a steamer must not be loaded deopor than the summer load line, but she may be loaded to that line through- out the year; and in the tropical zone a steamer must not be loaded deeper than the tropical load line, but she may be loaded to this line- throughout the year.
2. In the seasonal winter zones a steamer may be loaded to the sum- mer load line during the respective "summer" periods shown on the chart, but must not be leaded deeper than the winter load 'line during the respective "water" periods shown on the chart.
3. In the seasonal tropical areas a. steamer may be loaded to the tropical load line during the respec-

(b) Steamships with timber load lines-A steamer marked with tim her land lines may use the appro priate timber load line in place.of the corresponding ordinary toad line, provided that the Timber Cargo Regulations, 1832, are fully complied with..
..
(0) Sailing ships. The line through the centre of the dise governs the loading of a sailing ahip at all times and placos except that, for a voyage across the North Atlantic Ocean in winter, the Win- ter North Atlantic load line applies as stated in paragraph (d).
(a) Steam and sailing ships with Winter North Atlantic load lines.- A ship which is marked with Winter North Atlantie load line and is engaged on a voyage across the North Atlantic Ocean worth of latitude 30 degs. Change of Zones,
a
Where a ship has to pass in the courss of her voyage from one zone or uren into another in which less deep loading is allowed, the loading of the ship must- be so arranged that, when she Arrives in the second zone or area, the load line appropriate thereto shall not be submerged. The following examples are given to illustrate this requirement --
(a) The summer season in the Mediterranean is from March 26 to December 15, but outside the Medi- terranean north of Intitude 36 daga. N, a different series of dates oper- ales, Ag, April 1 to October 31. A ship-loading in the Black Bea in carly December may load to her summer load line, but if she is bound for Northern Europe or for any port outside the Mediterranean north of latitude. 30 degs. N. she must be so loaded that, when allow ance is made for the amount of fuel, water and stores consumed and ro plenished on passage through the Mediterranean, het winter load line will not be submerged after passing Ozpe Tarifa, j
(b) A ship loading at Iquique in the tropical zone; in the month-of-
·May, 'and 'bound to the southward of Valparaiso, will have to DALI through the summer zone (in which the summer load line is applicable);: and then into the seasonal winter zone, ut a data at which the winter load line is applicable. She must therefore be loaded in such a man- ner that at no time will she be deeper or than is permitted in the zonos through which she passes, ie, the www loading" must be to arranged that she will be not deeper than her sum- mer-load line, on entering the sum mer one, and not deeper than her winter load line on entering the sea sonal winter zone,"
