HARDOON WILL
CASE.
CHINA'S JURISDICTION IN
THE SETTLEMENT.
AUTHORITY AND A DENIAL.
Shanghai, June 13. Political questions again were mised in H.M. Supreme Court, yesterday when Judge Sir Peter Grain continued the hearing of the etion in probate by Ezra Abdulinh Hardoon (claiming to be a cousin of the late Mr. S. A. Hardoon, of Shanghai) against Mrs. Liza Har door (the widdw), executrix and sole beneficiary under the will, with view to determining the validity of the will. The plaintiff is repro- sented by Mr. II. P. Wilkinson, 18.0, with Mr. H. Browett, and the defendant by Mr. Eldon Potter, K.C., of Hong Kong, with Mr. G. H. Wright whilst Mr. H. B. Samuel, of London, with Mr. E. L Hartopp, is joined as a plaintiff on behalf of Mr. Tanac Silas Jacob Hardoon, of Bombay, who also claims to be a relative of the de-
ceased.
At the opening. Mr. Wilkinsoni dfew attention to the fact that the original title deeds issued in the Settlement and the later one put in as an exhibit differed. There was an historical statement attach- ed to the earlier one which for gome renson now was left out.
The Judge' accepted a copy of the early form as an extra exhibit.

Mr. Sunnel, continuing his open- ing statement (which he commenced the day before and carried on all through yesterday's session without Ginishing, referred further to the status of Shanghai, contending that the constitution of the Municipality and the powers enjoyed by it sprank in substance self-grown from the fact that there existed a community desirous of organising itself and conducting itu affairs on a modern civilised basis. As regards th other side, he quoted from various textbooks to support his contention that the claims and practices of the Settlement had affected the sover- eignty of China over this particular help given the Civilian Medical area. The constituion of the Settle-authoritiga... ment showed the assumption by the Consula and the Council of jurisdiction over Chinese nationals, and, if there had not been a corn- plote austing, there had been a very serious impairment of China's jurisdiction over her own nationals within the Settlement.
The Judge: I don't know to what you refer when you speak of the jurisdiction of the Chinese.
Mr. Samuel: I will quote in stances, where Chinese legislative acts have not been allowed to take place within the precincts of the International Settlement. You get the exercise of jurisdiction by the Council.
Kr. Potter: I thnk he is mis- taken. The only jurisdiction exer cised by the Chinese in the Settle- ment is by their own District Court.
Mr. Sugihara is well known to everybody in Harbin and speaks excellent Russian, being very popu lar amongst the Russian emigrants in this town. To enable him to hoki the position he has become a citizen of the Manchukuo State neording to a special deeree of the Baler, Mr. P Yi.
At an interview given by Mr Sugiharn to the Russian Press, he stated that he was exceedingly pleased to meet the Russian jouma. fists of Harbin whom he had known in former years. He sented that work at Changchun in the govern ment offices was now being carried on at top-speed, practically all the formed. having been The 1tling Government also had ministries
