Since Sir Robert Hart asked the foregoing question, the politien situntien in China has altered en- tirely. In 1000 she was an absolute monarchy, and the security of the Throne was paramount to all other matters, so these considerations do not now qualify whatever China may feel at liberty to allow to-day. But what she disliked then is what she dislikes to-day, and that is the Foreigners feel there can be only imperium in imperio, or in one one answer to this question, which word, Extra-territoriality.
