PROPOSAL INTRODUCED IN CONGRESS.

Washington, Dec. 18.--Senator Clarence C. Dill, Republican of the State of Whabington, to-day intro- duced into the United States Senate a bill providing that other nations would be authorized to pay their war debts to the United Statos in silver provided that the debtors Ustablish silver as money.

A similar measure without spoui- fying that silver be used as, money. was introduced into the Senats Inst work by Senator Reed Smoot, Re- publican of Utah and Chairman of the Senate Finance Committee.

Today, Sonata Dill attackel Senator Smoot's proposal, declar- ing that, without specifying the payment of silver as money to meet foreign war debt obligations to the United States the Smoot bill would mean simply that America would' be the damping ground for surplus world bar silver stocks.

It is not expected that the Senate will take action on either the Dill ar Smoot exsures for some time" in view of the pressure of other business..
