HOW IT IS DONE.

One of the worst instances you recorded of abuse of the dola is the revelation from Tiverton, De vonshire, that holders of "vacant tickets are in the habit of accept- ing beard and lodging at the local casin wards as often as possible during the week and then drawing the dole, on Friday..

"Vacant tickets are documents issued by a man's home Labour Exchange enabling him to sock work farther afield. They are divided into six portions, each of which is stamped daily by the Labour exchange in the town which the holder is visiting at the

'moment..

So far so good. The iden seams sound and reasonable enough,,and is an obvious help to the genuine sockor of work. But it offers a magnificent loophole to the "acrounger #

This is what Tiverton has to Bay about it. The Master of the local workhouse reports that during the past week 21 casuals admitted to the institution were in possession of these vacant tickets. He mid that these men received: free board: and ledging, and then put 178.

It was explaned that the regu lations governing this drawing of the dolo while a person was in re ceipt of State hospitality casual wards were somewhat obscure. The faw laid down that inmates of werkhouses, priscan and other in stitutions maintained by the State were not eligible for the dole. In the past, however, if a pian slept only one night in an institution he was not deemed an inmate and was eligible for the dole, while, if he remained more than one night he forfeited his claim to payment.

However, there 'does not seem to be any effective machinery for dealing with the man who sleeps in a different casual ward each night. This would seem to bo. quite possible, as holders of "va cant tickets are allowed to leave the workhouse early on the moin. Ing following their arrival and are not kept at work for a day.. as in the case of the ordinary casual

Lt Comdr Galpin was Command- lug Officer of H.M. submaring Poseidon when on June of this year she was rammed by a Chinese steamer off Wei-Hal-Wei and sunk with heavy loss of life. A Court- martial held on July 1 and Lt. Comdr. Galpin was, sentenced to be severely reprimanded and dismissed his ship.
