The course to be taken in the event of their point of view not being accepted by the Government was next discussed. Some judges urged a "goelow" movement, but othera disapproved of such tactics. The latter emphasized the need of greater diligence in the discharge of their duties, white, at the same time, suggesting, that Yen 100,000 bribery case in which a member of the Cabinet was said to be involved and other similar cases involving prominent hench men of the Minseito (Government Party) which had been left in aboyance for fear of loss, of pres

As soon as the cracker exploded and the pamphlets were scattered, the manager of the thentre caused all the doors to be closed. Six men alleged to have thrown the pam- phicte were arrested by Sergeant Goueree of the French Police, a Chinese detective of the French Police, and Sub-Oficer M. Proust of the French Colonial. troops in Shanghai, who happened to bo amongst the audience, with the as- sistance of the theatre staff.
Peculiar Stery.
These men were taken off to the nearest police station, where they were questioned by detectives, and
peculiar situation unfolded itself. With the exception of two of the six who lived in the same house, they were all unknown to each other, and all told similar stories regarding their possession of the
pamphlets.
Each had allegedly been told to go to a certain house (a different house in each case) and to stand by a window. If it were open, they were to help themselves to a packet of papers inside, or else they were to wait until a packet was thrown to them from the widow. They were then to follow the instructions.
In one case, for instance, one of the six went to a Chinese hotel in Hoonch Rond and stood under- neath a window from which a packet was dropped to him. Open- ing it, he found it contained 89 in silver and a few leaflets, with in- structions to throw them at 8.30 p.m. in the Crystal Palace Theatre. As he walked past the door of the hotel just after this, he saw a man emerge from the door, of the room and walk upstairs.
Detectives subsequently mad in- quiries at this theatre and found that the tenant of the room in qucation was out of the hotel at that time, and somebody, who knew that
the tenant would be out at that
period, had taken advantage of that fact. As a result of their inquiries the Police believe the incident to be an isolated affair, and not to have connection with nay general move- ment, while those who threw the pamphlets would seem merely to be the tools of somebody who has a grudge against the theatre of ficiale.
A Mixed Drow
In the meantime the Police had. mado one or two raids as the result of information obtained, and had arrested two more men in con- nection with the affair..
The eight arrested have given their descriptions as follows: school teacher, aged 253: school teacher; 18 ex-soldier, 23 hosier's apprentico,
