Immigration of Indian Labour. The Committee considers that to the question of the immigration adequate attention should be paid of Indian labour and that provision be made for the regulation of the conditions of work and life of the immigrants.
The Committee also specially stressed the importance of there being no discrimination regarding Indians entering Burma.
Abolition of the Dyarchy.
&
The Federal Structure Sub-Com- mmittee resumed the discussion of the component elements of federation type of federal legisla ture, the dumber of chambers whereof it should consist, and the powers, of the federal legislature, and heard representative views of the Princes and British Indish delegates.
In the Provincial Constitutional Sub-Committee there was a long discusion on the provision that should be made on the abolition of a dysrchy for the maintenance of law and order which, it was felt, must become the responsibility of the provincial legislature.
The discussion at the Burns Sub-Committee ranged over a wide field under the following headings: Firstly, the anture of the constitu tional advance for Burma on separa- tion; secondly, the best method for secuting that the intercela of minorities should he given adequate protetica; thirdly, the procedure for a necessary financial settlement between India and Burma and arrangements for the defence of Burs after separation; fourthly, the desirability for continuing ceu- tral services such as scientific ser- vices; and, Bfthly, desirability of prometing a suitable arrangement to facilitate trade, between India and Burma.
It is proposed to set out the deci- Bions of the Sub-Committee in resolutions,
The Sub-Committee to-day, for instance, discussed. the resolution that the financial question could best be dealt with in the manner recommended in the Government of India despatch,
Another resolution expressed hope that the adjustment of relations would be effected in the spirit of reason and conciliation.
Another recognised the emport- ance of making adequate arrange metla for the defence of Burma, which would demand the nadvice of expert military authorities.
With the exception of the minori ties resolution, mentioned above, however, these were merely draft resolutions.
The Princes have to some extent eleared the ground in Federal Struc- turs Sub-Committee by delning their viewpoint regarding compon- ent elements.
They consider that on the side of the Indian states representatives should be chosen by the Govern ment of the states and not by tho | Princes. States should come in in.
dividually by convention.
All States should retain their sovereignty and full internal inde. pendence excepting those features of sovereignty sacrificed for federal purposes.
The interest of all smaller states, which should be grouped, should be saloguarded. Grouping should be matter for states themselves and hebe settled by the Chamber of Princes. On the other side, the component element would bo British India
Before going into a final decision, however, the Princes desire to know what would be the position regarding the centro and provinces in British India, and made it clear that they do not desire to federato with British India na it exists to- day
<
It was also made clear that no sinto abould be coerced to join the federation, and for this reason the method of convention of states,
