THE REICHSBANK RATE.

WITHDRAWAL OF FOREIGN- CREDIT.

Parin, Oct. 10.-The raising of the Reichsbank rate is explained officially as being due to monetary policy.

The Temps emphasizes the fact that since the recent elections the withdrawal of foreign credit, bas cost the Reichsbank milliards of gold dollars. Economic uircles con- sider the rise in the discount rate a preliminary warning, and it abnormal demands for credits should continuo, more drastic mea- sures will have to be taken.

Dr. Luther, the President of the Reichsbank, has stated that it was always understood that the four per cent. rate was always ton low for the German monetary system. and it could have been maintained only if gold and foreign enrraneies had flowed into the German exche. quor,

Harbin, Oct. 10.A very promis- ing oil field extending some 200 Chinese is reported to have been discovered in the neighbourhood of Kolonti, a point some ten Russian miles from Dalainor in the western section of the Chinese Eastern Rail.

The discovery is said to have been made on March 15, when a Chinese struck oil in the neighbourhood of Kolonti and later discovered the existence of a very promising oil field.

Some feeling has been aroused in the little village of Writtle, mear Chelmsford, over the refusal of the Vicar (the Rer. J. H. Upton) to allow a memorial depicting 4817.60 $173 angel to be erected over a grave in Writtle churchyard.~~~

The proposed memorial showed an angel holding a basket of flow. a pedestal. ers and standing on This has been tunned and a simple cross is to take its place.

In an interview the Vicar said: "People should know that they are not allowed to erect memoriala in the design because I thought it was inartistic. I do not hold the view, like some, that these figures are graven images to be worshipped."

The monumental architect who was to have erected the memorial said: "It is good to see a little variety in a churchyard, and one or two angel figures have a chearful, happy effect."
