ENGLISH LEAGUE
TEAMS.
PROSPECTS FOR COMING
"SEASON,
The following comment upon this season's homeaide footbal teams gives some interesting details of personalities and prospects:-
OHARLTON.
Although they played extremely clover football both in the Second Division of the Longue and the F.A Cap, Charlton Athlotte's record last season was not a distinguished one, and there will be many changes at the Valley, ground for the coming 'campaign,
Several of last season's players have been allowed to depart, not
bly Rankin, the clever inside-loft, who bas gone to Chelses, but nine newcomers, with youth on thoir side, have boen secured to fill the vacancies.
Of the nine, five are forwards, and as this was the weakest department of the term, they should effect decided improvement, Only 59 goals in 42 matches were scored last season, and so much skilful midfield work was wasted owing to the in- ability of the forwards to grasp their opportunities, that an im- provement as necessary.
In The Making.
To replace Rankin, Sweeney, an inside-left, who has had First Divi- sion experience with Manchester United, has been obtained, and he -should prove a valuable acquisition.
Much also is expected from Hart, a young centre-forward from Cón. nal's Quay, who has gained an en. viable reputation as n goal scorer.
Knox (Portsmouth), Peters (Wel lington St. George's) and Kidd (Dundee North End) are young players with their reputations in the making, and they should lend addicional strength to the London Combination side, which fared dis strously last year and barely ra enped the lowest position in the table. The trio should also prove useful to the senior eleven in enses if emergency.
It is not anticipated that many alterations in the defence will be newasary. Hickman, a goalkeeper from Scarborough, previously with. Aston Villa, will understudy for Robertson, who resigned this week after holding out all the summer.
McCandles (Bradford) will be a capable deputy to either Smith or Langford, the regular full-backs, who should have another successful season.
With the amateur international, G. H. Armitage as pivot, the half back-line should give no unuse for Concern, especially as it will be re- inforced by the return of Pritchard, who has fully recovered from broken leg, Hird, Armitage or Prit chard and Pugsley form one of the heat trios in this division and will render every support to the attnek,

SECOND DAY'S HANDICAPS LATER.
The entries and handicaps for the Eight."Extra" Race Meeting are given below. Weights for handicap events to be run on the second day of the meeting will be issued by the Jockey Club on Saturday next at 9 a.m.
FIRST DAY.
This does not exhaust the re- sources of the Athletic, for Pit- cairn, who was obtained from Baith Kwangtung Handicap " & "- Oians Rovers without a transfed fee, owing to the Scottish club omitting to place his name on their lists, and Donelly (Armadale) are two clever half-backs who will make a strong bid for places in the sunior eleven. In the intermediate division Charl- ton are blessed with a superabun- dance of talent.
There can bo no doubt that Charl-
ton's prospects are decidedly rosy and that a much happier time is in aturo, The season's experience of Second Division methods will have taught them many lessons, and if they play direct football and take the majority of their opportunities in front of goal, a prominent posi- tion in the League table is assured. Their players are:-

FILM INDUSTRY FACING LOSS.
BILL FRIGHTENS AMERICAN PRODUCERS,
Many

summonses aro brought by the Board of Trade against cinoma owners who have failed to show a full quota of British films as required by the Class-Compulsory Films" Act of 1997.
The question of a film boing Bound or silent does not arisó as far as the Act is concerned.
ible price. The others will pay & nominal fine, ag first offenders, and the costs of the summons.
It is practically within the dis eretion of local court, to docida what is a good British film and what is a reasonable price to pay for it.
The actual fact is, however, that there is a defluite shortage of good British films, especially talkies, to which the quots has given almost
à monopoly valus.
Lack of Directors.
This shortago is accentuated by the rapidly growing popularity of
Kwangs Handicap "A" Class British talkies, which, of lato, have
been extraordinarily successful, par ticularly with provincial audiences.
The number of talkies which Great Britain should provide dur- ing the next twelve months, to comply with quota requirements and allow a margin for competitive prices, is about sixty, but the de- mand for them is so great that the theatres could probably absorb eighty.
Unfortunately, it does not appear that we could produce even sixty good talkies:"at" the present time, the lack of compotent owing to directores, of whom there are not more than a dozen who could be called fully trained.
Those twelve, even if they work. od continuously, could not produce a total of more than forty films in a year, so it is evident that wa are within sight of a momentous shortage of good British talkics.
The amount of British film. "foot. age" which American distributora will have to acquire, during the next twelve months, to comply with their own British quota re- quirements, is probably equal to about fifty full-length films.

Most Américan distributors have hitherto filled their quota require ments by hiring cheap directors, some of them mere studio hands, make cheap, silent films, at a cost ranging from £600 upwards.
The distributor is not required to arrange for the public extibition of quota films. That responsibility falls on the cinema owners, morg than half of whom are not yet equipped with talking apparatus.
Practically the whole business of making silent filma in this coun try is now in the hands of Amari. can distributork · It is a ridier- ons and ignominious business, car ried on only for the purpose of what is called "technical compli ance with the law,
This ludicrous situation is the result of the foolish "Compulsory Films Act, likely to be made still more foolish by a Bill recently in- troduced in the House of Com. mone to amend the existing Act by raising the quota to a limit of B per cent. in the year 1934, and stipulating that not less than £12,000 shall be spent on each film produced.
This proposal will probably cost us deur. A few weeks ago it up. peared to be cortain that American film companies bad made up their winde to accept the existing quota conditions, subject to possible con- ccasions in respect of foreign-born players and technicians, and to make talkies hare on a large scalo. Legislation Threat.
It was estimated that they might invest up to £8,000,000 in the Bri- Ibatieh business, but the threat of fresh
legislation has thrown their plass, into confusion, and the money which night have been immediately spont in Great Britain now appears like ly to be diverted to
-and Germany.
If America could he persuaded' to bring her directors, stars, and technicians here, that would solvo 104 the whole problem, but as this, pro-
spect is now obscura, Great Bri tain is still faced with the problem of finding directors--and also play ers, it should be... added-against competition from America.

The immediate solution of the directorial problem is to give a chance to stage directors, some of whom, notably Hasil Dean, James Whale, John Murray Anderson, and Seymour Hicks, have been bighly successful in talkio produo- tion, and therd are others, such na Raymond Massoy and Milton Roe mer, who are technically competent for the taakin M
