GERMAN FARMERS ASK PROTECTION.
TARIFF CAMPAIGN TURNED DOWN BY GOVERNMENT.
Berlin, August 13.-The general offensive of the agricultural in. tarests against the German System of commercial treaties with a view of increasing protection for all agricultural products failed. when the Cabinet to-day decided against denouncing the German-Finnish commercial treaty which axes the duties on dairy products at a com- paratively low level by which other rations also profit under the most favoured nation clause.
The whole issue was raised some time ago by the Minister of Agricul ture, Heri Schiele who has always been a very staunch fighter for the agricultural interest but was op- posed by the Minister of Economics Herr Stegerwald, the Foreign Minister, Dr. Curtius" and other members of the Cabinet on the grounds that Germany's neighbors would retaliate by boycotting Ger- man, manufactured goods as has ja deed already been attempted by Holland.

CONDEMNATION FROM LEAGUE SECRETARIAT.
Geneva, August 16-Serious ob- stacies to Briand's Pan-European Federation project ete conjured up by a memorandum thereon from the pen of the director of the economic section of the League of Nations acoretariat, Sir Arthur Salter, who, after dissecting and analyzing the project, condemns it in strong terms as highly derogatory to the League of Nations. The memorandum is dated May 20, but was hitherto kept secret which would seem justified by the details percolating into, League quarters. It is understood. that the memorandum is a rather lengthy document of which ten pages are devoted to a summary of: the economic difficulties inherent on M. Briand's project which, Sir] Arthur demands, if at all must be carried through under the 'League of Nations auspices because other- wise the League would be deprived] of all its functions and resemble nothing so much as a hollow shell.
French circles here are highly in-|| dignant at the revelation and assert that Sir Arthur's memorandumj formed the source of much of the criticism contained in the replies of various governments which had in strictest confidence received copies of it and were thus influenced against the French Government's proposal.
