The provisions for teaching for cign. languages in use in foreign countries is the subject of a second interim report of the Committed

SHELL UNION OIL CORPORATION.
QUARTERLY DIVIDEND
PASSED..
(REUTER'S AMERICAN SERVICE.]
NEW YORK, August ő. The Shell Union Oil Corporation passed a quarterly dividend of ża cents on its common stock which is now due.
This is the first time the Company has passed a dividend since 1992.
This applies to the attitude of parents and the public generally as well as of employers. The commers are often proud of their know- mittee note that "boys and girls ledge of English, and glad of the entering commercial employment at opportunity to practice it on an about sixteen, which is a usual Englishman, a fact which lessens ago, will probably have received his chances of becoming fluent in instruction in two foreign langu- their language. ages up to an advanced stage; that. is, to a point where they can use those languages for practical pur poses in connection with their oc- cupations, immediately or after comparatively little practice. In a minority will Bome countries have started on a third language, At sixteen it is common for five ar vix years to have been spent upon or four one language and there upon another.
二
Importance of Spoken Language.
There is, moreover, usually pro- vision for full-time education up to the age of eighteen or nineteen, with a deliberate outlook on & commercial career,, and recurity of such ages to commercial concerns is commoner in the countries visit ed, than here,
persons
Of course it is easier and more necessary for continental people than for the English to have fre quent intercourse with speaking another language and ob viously any arrangements by which young men and women can visit the Continent for substantial periods in order to gain facility in languages will be of great value. We have heard with much interest of the scholarship schemes admini stered by the Manchester and Brad- ford Chambers of Commerce un- der endowments founded by bust- nes, men in the two cities."
Business Men as Examiners.
A set of extremely pertinent questions drawing attention to the points noted, is printed at the end of the report.

MEASURES TAKEN TO PREVENT PROFITEERING.
UNITED PRES3.]
Washington, August 13-Reports here to-day indicate that vegetable prices in the large cities of the East are mounting rapidly, in spite of deterioration of quality, as result of the drought conditions.
President Hoover's advisers have started a survey aiming to prevent profiteering by either producers or middlemen
result of the drought.
Mr. Arthur M. Hyde, Secretary of Agriculture, declared to-day that while the present drought con ditions are severe, they do not war- retail last the greatly inflated prices which are being charged. for farm products.
Up to the pressrat time, he said, he has received no complaints of actual profiteering. The shortages mostly affect stock feed, he declar ed.
