PLANS,
EFFECT OF YEARS OF IDLENESS.
The report of the Public Assist- ance "Committee of the London County Council, which has been considering the arrangements for setting to work, training and in structing able-bodied men to whom relief other than institutional re lief is afforded, was presented at the Council meeting last month,
"Speaking generally," the Lum- mittee, state, "wo are of opinion that the destitute unemployed t in good health with whom the Council has to deal are those whose failure to obtain work is not so much due to economie eircumstan ces as to their own weakness of character, mind, or physique. This is not to say that the men are in. miners when they state that they would rather work than live on poor relief, but their willingness to work needs to be reinforced by nad encouragement." discipline, training."
The first object, the report con- tinues, "is to combat the demorali sation of months or even years of idleness, and to instil into those who have suffered this a greater readiness and fitness for any re- gular work available. The object must be assisted by a tonic regime of "open-air exercise and regular. efforts."
Cost of Training.
The Committee make various sug- gestions with regard to the course the residential of training at colonies at Belmont, Hollesley Bay. and Laindon. The cost of the training for the remainder of the financial year is estimated nt £19,000. If, however, more than 1,000 are trained it would be pro- portionately increased,
"As we consider that every effort should be inde to increase the number of trainees as quickly as may be practicable, we think that approval is desirable of an esti mate of £20.000. The expenditure in the financial year 1931-32 and in each subsequent year we esti mate at £40,000, in the hope that such progress will be made that it will next year be possible to dent with the cases of at least men."
