Capt. Green, of the s.5. New- chwang, faced two rather unusual- charges before the 'Hon. Condr. G. F. Hole, R.N. (retired) yesterday, namely, (a)"failing to fly and keep Aying the yellow dag (letter Q) on the Newchwang, the said ship being a healthy vessel, on entering the waters of the Colony at about. 5 p.m. on June 9," and (b) "failing. to proceed at once to the Quarantine Capt. P. J. Green, from Can-Anchorage on entering the bar ton, Kowloca Dock.-B. & S. bour." Rio de Janeiro Maru, Japanese str., Capt. Green pleaded guilty to

Koenigsberg, German str. 3,978 tons, Capt. A. Rickleps, from Shanghai, buoy No. A27-Mel- chers & Co.

Nanchang, British str., 1,480 tons,

5.548 tons, Capt. T Ichikawa, both charges, and when asked whe from Kobe, buoy No. Ather he had anything to say in mitigation of the offences, replied O.S.K.

in the affirmative. He then went on to say that when he entered" Amoy, he had had the yellow flag dying but was "told that there was really no need for it, as there had been no case of contagious disease of any sort on board. He thought the same rule applied here and that was why he did not fly the yellow Gag.
