These computations show that the new rates on silk manufactures. Schedule 12, will not cause extra- ordinary change in the total rev enues collected on such imports.
Using the imports of 1998 as a basis for figuring, the Tariff Com mission found that, under the exist ing tariff law, total revenue collec tions under Schedule 12 amounted to $15,348,000 on imports valued at_832,140,000.

Assuming slight compromises in the House- Senate rates by the conferees, col- lections under the new bill on silk manufactures probably will be somewhere near 81,000,000 greater than under existing law.
The Increase in Duties.
The Tariff commission computed that rates in the Senate draft of the new tarif bill are equivalent to ao ad valorem rate of 58.03 per cent valuation; House rates, 60.17, as compared with 46.36 in present. law. The increase in duties, inso far as economic importance is con- cerned, will affect particularly spun silks, silk pile fabrics, Jac- quard-figured woven fabrics and silk wearing appearel.. Raw silk remains on. the free-list. Menthol, imported from Japan, is an item certain to be affected by the decision of the House- Senate conferees, owing to the wide disparity of rates in Senate and House bills.
United States imports of menthol in 1928 were valued at 8874,000, on which duties of $121,000 were col. lected under the existing rate of 50 centa per pound. The proposed House rate is 75 cents per pound, which on the 1928 volume of im ports would have yielded $182,000 in revenue; while the proposed Senate rate is 30 cents per pound," which would have yielded less than $73,000,
Proppsed Senate rates on natural" erude and natural refined camphor are unchanged from the present law, being respectively one ornt and five cents per pound." How- ever, the Senate bill proposed that the rate on natural refined camphor be reduced from six to five cents. This would yield revenue, on the basis un 1929 importa, of about 858,000, compared with $69,500 un- der the existing bill.
United States total imports of menthol, natural refined camphor. synthetic camphor, and natural crude camphor, all included in the. same paragraph, in 1938 were valu- ed at 93,045,000.
Sesame oil and soya-bean oil, imported chiefly from the Far East, will be affected whether Senate or House rates are incorporated in the Real draft of the tariff, act.
Sesame oil, for edible purposes, ander present, law is duty-free. The proposed House-Senate rates are identical at 3 cents per pourd, and on the basis of 1925 importe would yield revenue of about $188,000.

Soya-bean Oil Rates. Soya-bean oil is now dutiable at 2 cents per pound. Revenues col- lected in 1929 were 8314,000. The proposed House rate of 5 cents per pound would yield" 8629,000; and the proposed Senate rate cent per pound but not less than 46 per cent. ad valorem would re- sult in duties of 8352,000,000
Tungsten are or concentrates un- der the present tariff law are duti- able at 45 cents per pound (Tung- sten content), and 1828 imports valued at $672,000 yielded revenues of $1,295,000 the specific rate being equivalent to an ad valorem rate of 101 per cent. Both House and Senate bills propose of rate of 50 cents per pound, which on the basis of 1928 imports would yield duties of $1,428,000.
