INTERESTING VIEWS ON NAVAL CONFERENCE.
NO COUNTRY TOO POOR TÒ BUILD.
[UNITED PRESA.}
Washington, May 1a-Continuing his story of the London Naval Limitation Treaty in evidence be fore the Senate Foreign Relations Committee today, Col. Henry L Stimson, chief of the American delegation to the conference, said that Japan wanted 70 per cent of the American auxiliary feet.
"Our problem," he said, "W38 to ask Japan to stand practically still for eight years so that we could build past her from 75,000 tons of six-inch ships to 1-43,000 tons.
She had 99,000 tons and under the treaty may add only 9,000, while, we double our six-inch cruisers.".
The Big Navy" Groups. Colonel Stimson reminded the committee that Japan had a "big navy" group "at home, and also that the Admiralty favoured this
class,
He said that he came away from the conference with a greater ad- miration for Japan than ever be- fore, because Japan had the cour age to enter into a treaty tying ber own hands.
"Don't talk of money," he ex- claimed, because no country is so poor that it can't be frightened into building,
"I take off my hat to the Japan- ese."
Col. Stimson said that his group had taken parity with Japan in the matter of submarines deliberately. because "the smaller the total, the better for the United States."
The Permission to Build. Regarding the clause permitting Great Britain to build in the event of a meance from France, Colonel Stimson said that this placed build- ing as a matter for the conscience of the country. A nation which is building. must announce that she considers herself menaced. Colonel Stimson believed that public opinion would act as a powerful deterrent from the making of such an annotavement.
Replying to a "question from Sena- tor William E. Borah, chairman of. the committee, Colonel Stimson said that America and Japan see in .440 auch a clause no invitation to build, but European building might alarm and menace England.
Colonel Stimson told the com. mitter that American naval officers were not agreed as to the relative merits of six-inch and eight-inch POLO AS NATIONAL GAME.ua cruisers, The latter have never
