The following is a translation of a striking address delivered by General Chiang Kai Shek at the usual weekly memorial service last week in Nanking. The original appeared in the China Times. General Chiang said':

"I made a round of the different Government offices on the old New Year day and found that, except for the Ministry of Interior which carried on its work as usual, in the other Ministries and offices, while they were in appearance kept open, nobody was there at work. It is regrettable that even Government officials found it difficult to break the old custom; so how can we blame the people for keeping up the old tradition 1.
