Expenditure

An extra $6,000 is asked for rent allowances to European subordi- nate oficers. The original estimate) was $6,000.

An extra $12,000 is required for rent allowances to Asiatic subordi- nate officers. The provision madel in the Estimates was $76,000.

Asiatic subordinate officers, are: , entitled to rent tenemeate and re- ceive rent allowances. Owing to the growing tendency to take full advantage of these privileges, and to the increased number of officers qualifying by length of service for these allowances, the expenditure on this sub-head has increased. In every case the allowance granted is within the limits prescribed. The expenditure to end of October was 871,547 and the amount required) for November and December will he approximately $16,000.

Fall in the Dollar.

The biggest item is 873.000 Ex- change Compensation Allowance. The provision made in Estimatce was $350,000. The vote for the year was estimated at exchange] rate of 2/. For the purposes o exchange compensation the rate fell to 1/11 in March and April, 1/11 in May, 1/11 in June, 1/11 in July, August and September, 1/10 in October and 1/8 in November. By October 31 expendi ture had reached $334,034, leaving a balance of $18,000.

Owing to the recent further fall in exchange the amount required under the sliding scale authorised in General Orders is considerably more than this Lalance. A further sum of 878,000 is necessary to meet allowances payable to the end of the year at an estimated exchange of less than le,' 10d.

The fall in the exchange is a'so mentioned in an item of 86,000, fer Crown Agents Commission.

Owing to increased sterling tran sactions and the fall in exchange the charges for Crown Agents' Commission are considerably great- er than the estimate (810,000) and a vote will be required for $6,900 in order to meet expenditure to the end of the current year.
