#Mr. Paterson said in part;

In spite of the fact that our mille were working short-time for the first eight months of the year we have been able to make Tis 1,088,782.78, which I think you will consider a satisfactory' profit after dealing with the allocation of this eum Mr. Paterson said: It'must again be emphasized that your mills, both buildings and machi- nery, are in some cases of con- siderable age and year by year re- quire more money spent on them if they are to be kept in an efficient state.

I feel aure the suggested bones to the staff at the mills will be passed without besitation. It will be highly appreciated and I know it has been well earned. That we have been without serious labour troubles during the year is in large measure due to the tactful manner in which our staff have carried out their duties (applause).

Debts due by the Chinese Govern- ment show an increase of Tis. 9,401.38, representing interest, se crued during the year, no pay- ments in reduction of this long- outstanding debt having been re- ceived. It is to be hoped that once the present Government finds its féet this debt will be speedily liquidated.

Decrease in Stocks. Our stocks are lower by over 18 lakhs of taels as compared with our position at the end of 1827, most of this difference being in respect of yarn and cloth. Stocks of cotton have been taken in at cost in ac-buy-buyers; sal-sellers; cordance with our usual practice and stood at approximately the prices ruling at the end of the year.

+

- The new Customs tariff which came in force on February 1st, this year, has not done anything to. belp the cotton mill industry in China. While the rate on import- ed cotton remains the same, so also do the duties on imported yaras and cloth of the kind your mills manufacture; the duty on textile machinery has been raised by t per cent. and that on some articles used, such as dyes, is much higher than before.

We have continued to carry out our policy of gradual extension and the exploration of new and improved avenues of manufacture. During the year the new weaving shed at Kung Yik Mill came into full operation' with an added num- ber of looms, while a small plant for making Hessians and exten- sions to the weaving department have also been scheduled for Yang- tazepoo Mill.

For the greater part of the year spinning was not a profitable operation but as a reault of the political situation a great change became manifest in the autumn. Demand for our yarns became very brisk, we were able to sell at pro fitable prices and the stocks in our godowns declined rapidly. Cloth, tooy has shown great improvement and clearances have exceeded pro- duction so that at the moment in many qualities each day's output is apportioned out to our buyers.
