ELABORATE PLANS FOR WORLD-WIDE SERVICES.

France's "determination to have the greatest fleet of the air among the Great Powers of the world is not a bellicose attitude. She will build ten commercial planes for every fighting plane that is added to her army or navy. Through the lavish use of subsidies saya the Faris correspondent of the United Press, France intends to interest her railroad and steamship com- panies in adding airplanes to their equipment. M. Laurent Eynne," the new Minister of Air, who unites in hia Department the commercial army and navy air fleets, is anxious to avoid commercial competition killing France's effort, so he has organised his commercial air routes into three great systems, just as railroads are grouped."

airline He plans three such systems, Continental, Oriental and Occidental. Preference will be given to navigation and railroad companies in the organisation of these systems. By concentrating effort, and avoiding costly competi tiep, M. Laurent Eynac hopes to complete his expansion programme in five years. '
