NEW YORK, Dec. 28th.. The Associate Director of the Cunard Line has protested to the United States Shipping Board that the assignment of the ss. President Roosevelt to the Havana Line, in competition with the Cunard Com pany, violates the United States shipping law of 1910. "
He threatens to appeal to the Law Courts for relief in the event of the Cunard Line suffering ap- préciable damage as a result,
