THE EVASION OF STAMP DUTIES.

PROPOSED NEW LEGISLATION.

An ordinance to amend the law relating to Stamp Duty will be introduced at the next meeting of the Legislative Council.

The object of the new bill is th prevent the evasion of Estate and, Stamp Duties by providing that transfers of shares shali contain the true date of execution by the transferor, and that registration,, of transfers abail be effected promptly.

Provision is made for the pay; | ment of inte registration duty and also for the payment of a nominal duty of two dollars only in the case of transfers to or by authorised bankers, where the transfer is executed by way of security for a loan, and in the case of transfers to authorised dealers.

CANTON, November 11th. The Canton yarn merchants re ceived a telegram from Shanghai on November 10th stating that cotton yarn there is scarce and quotations moderately high. The price of Chinese yarn rose by s mace per picnl In Canton, though buyers from the various districts were not so numerous, as they were on the 10th, but owing to the small amount in stock, "quetations have risen by 8 or more per bale, and are as follows:-

Owing to the drought of the last two months, a large portion of the sugar canes planted in the districts along the East River and North River have withered, with the re- sult that little brown sugar and powdered sugar come from those places.
