BERNE, Oct. 6th.
The manner of the arrest of the fugitive ex-chief of the Fascist Press Bureau, Cesare Rossi, by the Italian police, whose agents are alleged to have decoyed Rossi across the Italo-Swiss frontier on August 31st, has caused general indignation in Switzerland, and has led to an exchange of rotes between the Swiss and Italian Governments.
The Italian Government to-day explained that Rossi's arrest had not contradicted Italy's intention fully to respect Swiss sovereignty. and Rossi had merely been arrest- ed when he set foot on Italian soll.

The Swiss Press however tell dramatic story of how Rossi came to Lugano from Paris with Italian lady who was really a Fascist spy.
She arranged that Fascist agents living two Largano, should take Rossi for a mounlight drive near the frontier, when the.. driver suddenly dashed at full speed into Italian territory where Rossi was arrested.

· [THIAGUUM, RKUTER'S AGENCY.)
GENEVA, Oct, eth. The General Secretary of the League of Nations has received a Dote from the Government of the United States declining to nomin- ate a delegate to participate on Permanent Central Opium Board. The Government considers
that the Geneva Opium Convention of 1825 is unsatisfactory regarding the limitation of the production of raw opium and coca icaves to the medicinal and scientific needs of the world and the control and limitation of the production and -distribution of all opium, and coca leaf derivatives.
Furthermore the note declares that the Geneva Convention teada to destroy the unity of purpose and the joint responsibility of the Powers which was established by the Hague Convention. The opinion is expressed that until some substitute is devised which 13 more satisfactory than the Geneva Convention, the eradication of the abuse of narcotics would be more likely to be achieved by strict observance of the Hague Convention.
