This was appar- ently resented and further down the road the man shouted again aide and then disappeared up 21 lane.

On the defendant undertaking to produce his foki, he was fined $3.

Three of the men admitted the charge. Another stated that he lost his ticket and reported the loss to the compradore. The fifth man said that he was deported by the autho- rities in Singapore but had not seen his ticket. several bird shops in the city on September 24th, and as a result of their activity, several summons were taken against the members of the shops. Fines ranging from 810 to

5 were imposed.

Java Sparrows And Puppies. The first summons was against the master of a bird shop in Des Vœux Road Central, who was said to have overcrowded a flock of Java sparrows housed in 18 cages, and also with being cruel to four puppies by keeping them in a faulty cage

and without water....

The birds were stated to be so overcrowded that they were forced to perch on each other's back, A number of them died as a result of close confinement.

As for the puppies it was said that the cage was constructed in such a way that the animals could The bars at the not stand up. bottom were so wide apart that the dogs' feet were protruding through the spaces. They also ap peared to have been deprived of water for a considerable period of time..

Defendant's excuse was "that the birds, being Java sparrows, were. timorous and would crowd round each other at the approach of a stranger.

Mr. G. S. Hugh Jones, for the

Society, said that the shop had been

warned on several occasions and he asked his Worship to take a serious view of the offence. Mr. Lindsell ned defendant $20 on each of the

summonses.

Similar Complaints. Similar complaints were lodged against another master of a bird shop at Hing Loong Street.

There were caged dogs which had been without water and a cageful of birds which had been overcrowd. ed to such an extent that several head ones were found. Defendant was fined $25 for overcrowding the birds and $10 for keeping the dogs without water.

To Give Them A Bath.

Ten cages of birds were also found in an overcrowded condition When the birds were taken out in a bird shop at Cochrane Strect.

several dead ones were found.

The master pleaded that he kept all the birds in the cage so as to give them all a bath by pouring water over them from the top of the tage.

Mr. Lindsell said that that was a novel way of bathing the birds. and he should think that would probably kill them all. Defendant had to pay $25.

# Never Drink Waler.". A visit paid to a poultry stall in Central Market resulted in the stall-holder being summoned for not giving water to some doves kept in a crate..

Defendant said that the birds were called pun kau, a specic of dove, and unlike pigeons, they did not drink water. All the liquid. they wanted was mixed with the food.

"There are no signs just now," account, of the he added, "on want of faith and courage on the part of the temperance forces of the country but the situation will have to be confronted before' very long."

The annual local option battle has just opened in Scotland. where the Temperance (Scotland) Act controls certain retail licence d ties. This year it is not expected that there will be more than twenty local veto polls.

Dealing with

temperance position in Scotland Mr. Scrym geour, who is organising secretary of the prohibition party, said:

In my view the temperance position is stuitified entirely, be Gause the Temperance (Scot land) Act is not acceptable to the Scottish people in general, The working people have a de cided objection to merely inter- commonly fering with what 15 called the public-house, while there is to a considerable extent a safeguarding of clubs, hotels, and wholesale facilities for people in better circumstances.

The only practical solution to the whole problem of liquor traf fic is, in our opinion, a demand for its total abolition. It is on these lines only that, we main tain, any progress can be made, and I emphatically declare that the main barrier to the attain- ment of prohibition in Britain is the unripeness of the temperance party themselves to face their professed goal.

I have reached the conclusion that so far as the rank and file are concerned in England and Wales, as well as Scotland, if the leaders of the religious bodies and temperance parties were' to

the question and proceed to the at tack on that one décision we should capture the great body of rank and file temperance workers in this country.

I fully recognise the position United of prohibition in the States, but if we-secured it here I am sure,e, should make a far better job of the application of the law
