The two governing factors of the British social idea were the call of duty and the stress of class, said Mr. H. A. L. Figher, Warden of New College, Oxford, in the course of an address given on July 28th to members of the City of London Vacation Course in Education His subject was

"The Foundations of England."

The Romans, he observed, gave us our roade; the Saxons and Danes the foundations of our social characteristics; the Normans and the Angeving a great part of the splendid inheritance of Latin civil- ization. We had managed to escape violent revolutions; and our only unsuccessful war was with the American colonies which we now regarded as a blessing in diaguise.

We were apt, continued Mr. Fisher, to take pur good fortunes of the past for granted and to suppose that because we had been fucky in the past and were not so badly off at the present time we should inevitably continue to pros- per in the future.

It should be remembered on the other hand that we had not always been considered

a prosperous or important people. On the eve of the French Revolution, for instance, the English stock was very low and almost every Continental observer thought that England was a spent

force.

In the 50 years after 1821, at time when no preventive methods and no scientific treatment were were being employed, the mortality from tuberculosis had fallen there fore by 50 per cent.

But since then-from: 1871 on wards when scientific methods of prevention and treatment had been instituted, the mortality had been reduced by only a further 3 per

cent.

On the third visit of the defen- dant, witness admitted his identity and the defendant asked him to come to ten. At the tea house the de- fendant mentioned the Triad Society and said that the subscrip tion would be 830.

Witness told him that he had not got the money and did not want to join, whereupon the defendant' threatened to stab him unless the money was forthcoming. The de- fendant. Again visited the witness nothing to do with him, and in- at his shop but witness would have formed the Police of the defen- dants' threats.
