Alliance With Kwangsi. The Centre Party is led and dominated by Chang Ching Kiang who has dictated the politics and polley of Nanking since last Decem- ber. Mr. Chang is at present Minister of Reconstruction, but that is only a minor indication of his activities. He is the leader of the Ningbo group, which is, in reality, the off-spring of General Chen Chi Mei's influence in the Kuomintang in 1911. This party not only includes the Chen Chi Mei family, the senior of whom, Chen Kun Foo, is at the head of the Organization Department of the Kuomintang, which makes him the effective manager of the Party, but aleo Marshal Chiang Kai Shek, who is nominally the head of both the Party and the Government; and it controls the provisional govern- ments of Chekiang and Kiangsu,

This group is supported by the philosopher, Wu Tze Hui and the anarchist, Li Hsih Teng, who is the leader of the French returned student group in Nanking. It has a connection with the Kwangsi group through Mathal Li Tšai Hain, who adopts conciliatory attitude whenever it is possible, and with the Right Wing of the Kus mintang because of its connection with the September Government of last year.

There is still one other Party in the Central Executive Committee of the Kuomintang and that is usually referred to as the gray party or the colourless party and is headed by General Tan Yen Kai, who holds an office equivalent to the President of

A Negative Altitude. The Centre Party, at present, adopts a programme of negation.

In Chinese political circles, no violent quarrel is anticipated. It is believed that the Kuominchus, Shansi and the Kyängst group will limit their activities to a mere onlooker's interest and the Centre Party will have its way. It is also anticipated that, through Marshal Chiang Kai Shek's influencs, the Centre Party will not press, its power too far lest a schism result which is not desirable at the present time.
