Lespos, July 7th. For the second time in two years, Tangley Way, the beautiful Surrey residence of Mr. J. M. Kennedy at Blackheath, near Guildford, was destroyed by fire early yesterday morning. The house had been re-. built on the foundations of the original house.
So sudden was, the outbreak, and so fierce the fares, that the local volunteer brigade, with a manual engine, and the brigade from Guildford, found their efforts to. subdue it in vain...

These points, which are to be the basis of futuro discussion, were criticised, mainly on the ground that the Trade Union Congress has succeeded in establishing a visual monopoly in the negotiations with employers, and has extracted valuable concession's for the nem- bers of its affiliated unions which are apparently denied to other workers.

Labour Report.
The Labour representatives will submit their report to the Trade Union Congress in September. Thus, on the question of grade union recognition, the, committee reports:
"It is recognised that the Trade Union Congress, representing, as it does the afliated trade unions, is the most effective organisation, and is the only body which possesses the authority and can exercise such authority, through its General Council, to discuss and negotiate on all questions relating to the en- tire field of industrial reorganisa- tion.
Co-operation."
As regards individual indus tries, it is agreed that the most effective co-operation can bett, be obtained by deliberation and negotiations with the accredited representatives of affiliated unions or of unions recognised by the General Council of the Trade Union Congress ns bond fide unions.
Committee members on the Trade Union Congress side expressed de- finité opinions that these clauses ruled out nonpolitical organisa- tions, such as Mr. Spencer's miners' union in Nottingham. The employ ers were hazy on this point,
Again, the agreement on the ques- tion of no victimisation lays down the principle that no workmen shall be punished on account of trade 'anion activity; but it does not even refer to that form of victimistion. which is one of the greatest abuses of trade unionism-the victimisa tion of non-unionists by trade union workers.
Both sides refrain from express ing any opinion on the gueral strike, and commit themselves to a policy of "forgive and forget." The memorandum states:
