PERING, July 29th.

It appears that the credit for the negotiation of the new Chinese American Treaty belongs to Dr. C. C. Wu who held a conversation with the United States Department at Washington after which he tele graphed to the Nationalist Finance Minister, Mr. T. V. Soong, in Peking, while the "State Depart ment telegraphed to the American Legation.

Mr Soong then cabled to Nan king getting authority" from the Foreign Minister, Dr. C. T. Wang, to negotiate with full power..

After this the procédure was only formal as it believed that for all practical purposes, the Treaty wae framed in Washington, The Government Council in Nan king yesterday officially appointed Dr. C. C. Wu a plenipotentiary of the Nationalist Government to negotiate new ecmmercial treaties with the United States.

LONDON, July 27th. It is hoped that the critical period through which the British railways are passing will be some- what relieved by a decision reach ed to-day at a conference of the railway managers and the Trade aion leaders, which has been ex- haustively considering the con- panies' proposals for a revision of wages and working conditions.

Mr. J. H. Thomas thought it ad- visable earlier in the month to pre pare the National Uniow of Rail for a scheme of retrenchment which waymen and other railway workers

The Kun in news agency states that the cruisers Waichi, Haigung, Haichur and Haisen, which had hitherto served the Northern "Gor- ernment, have declared their allegi ance to the Nationalist Government and are proceeding to Shanghai to await orders from Nationalist, Naval Headquarters in accordance with instructions from Marshal Chiang Kai Shek.

It is understood that the Japan ese attitude, contending that China's abrogation of the Treaty is illegal, is unchanged.
