The Nationalist Foreign Ministry has issued an official de- claration of policy, in the preamble of which they announce them- selves as eager to adapt themselves to present day circumstances and promote friendly relations between China and the different foreign countries. The declaration itself merely re-affirms, the wish of the Government for the abrogation of unequal treaties and the substitution of treaties upon a basis of strict equality now that the unification of China is an accomplished fact, --
Marshal Feng Yu Hsiang has sent to Nanking a letter of ade vice and suggestion, dealing largely with the disbandment of the various huge armies which are becoming as great a burden to the generals as to the civilian population. He maintains" that the existing army groups must be organised into divisional units.
Yen Shih Shan gave a reception at the Foreign Office yester day to the leading generals in Peking. Everything was going smoothly in an atmosphere of mutual congratulation until Feng Yu Hsiang suddenly declared himself in favour of carrying the war into Manchuria. This seems to have thrown the other genetals into some confusion, and have gone quite contrary to their wishes.
The Military Conference for which the war lords assembled st Peking was held on Saturday night, but it is understood that no decision was reached. The conference was continued on Sunday..... morning ah the Winter Palace.
