As the Nationalists are unable to set up any provincial govern- ment in Tainan, the capital of Shantung, owing to the fact that the Japanese have the controlling hand in the government of the city, they have consequently reorganised the Shantung Provincial Government, and have moved its sent to Tainn. The government becomes effective from to-day.
