After discussion. Mr. T., Eriksen (Durban) suggested that the resolu tion be alightly modified in such a way that Congress might accept it unanimously. He would suggest that the resolution read:
That the Congress desires to impress upon all the Govern ments concerned that if a system of Government' certificates pl quality is to maintain its valua to inter-imperial trade, they must be such as to inspire the fullest confidence on the part of traders as to the reliability of the certi ficates issued.".
That would take away the accept ance of financial responsibility.
The voting revealed a fairly even division of opinion on the question, the amendment being rejected by 36 votes to 39 and the original resolution being carried by only 30 rotes to 31..

MRS. WATKINS'S UMBRELLA AND SHOES AT BEACHY HEAD.

A pair of brown ehoes were found below high-water mark under the cliffa. These were sent to London for identification, and in conse quence of the report that they were believed to belong to Mrs. Watkins the Eastbourne police made a tur- ther search below the cliffs. This led to the finding of an umbrella, which has been identified as belong ing to Mrs. Watkins.
