Mr. B. L. Barclay, dealing with penny postage, claimed that & penny post would not necessitate extra staff. There would be a large increase in correspondence, as many traders would pay ld. but not lid, and correspondents would not, as at present, be seat out so far as possible by hand.
The Fastmaster-General, replying, said that with regard to the cost of the penny post there was, som actual experience to go on. We had a reduction from 24. to lid. in 10 and, although it was said then that a large increase in correspon- dence would result, the increase had been only 5 per cent. Bearing this in mind, he had calentated for a 7 per cent increase of correspon- dence under the penny post. and if anything this calculation was o
