The owners of a large number of steamers trading on the West River are in a dilemma. A great deal of smuggling takes place and the owners of the vessels are held to blame whereas they con- tend that they have done everything in their power to prevent this smuggling.

Recently, the Tai Hing was prevented from running between Hong Kong and Wuchow for over two months owing to the fre quency with which sauggling was detected on board and saturally there was "very considerable loss to the Company as a consequence. The West River Ship Owners Association, therefore, have drawn up a petition to the Governor-in-Council, outlining their difficulties and suggesting certain remedies. The petition is signed by the agents of the ss. Krong Vĩày. Krung Hung, Kreng Fooù, Chung On and Foul Ay and by the owners of the Tai Ming, Tapi Hing, Wing Hung, Sau Ning, Ko Chur, Wo Kwai and Kong Niùy, all boats registered, in Hong Kong,

The trouble arises chiefly over salt and opium. The law of.. Hong Kong does not prohibit the exportation of salt but it is considered contraband by the Chinese Authorities. The sale of *. opium is legalised in Wuchow had as its price is much cheaper there than in Hong Kong a successful smuggler is sure of making great profits.

The owners point out that they cannot depend on their Chinese crews who often work hand in glove with the smugglers. They " suggest that the searches made by the Maritime Customs are not as effective .ns in former years. Theré remain only the Indian Guards and the European Officers The Indian Guards are un- reliable and obviously the few European Officers cannot guaranter that no contraband is brought on board.

They, therefore, suggest among other things that the export of salt from Hong Kong should be prohibited and that Reyanue Officers and experienced detectives should travel no the West River" steamers to search for smugglers
