Recent talk of a new positive " pelicy of Japan in Manchuria has raised torebadings in the minda of those who recall the famous
MR. YAMAMOTO'S ACTIVITIES. Smuggling in England is not at ways carried out in the work ve and on the lovely benches. Some times cargoes are brought ashore with brazen audacity, and for Audacity you cannot equal the woman smuggler. Wemen have been known to run cargoes over bere from France in private yachta osten- sibly engaged in pleasure cruises.

It may be well to glance at the
events which foreshadow this new development.
In June last two important con. ferences were held, one in Tokyo and the other in Dairen.. At both the principal matter under "discus sion appears to have been the ques- tion of Japan's policy in Manchuria and Mongolia. Just what was de cided has never been made quite clear, but the appointment, about this time, of Mr. Yamamoto, of the Government party, au energetic business man who advocates "econo- mie imperialism, as President of the South Manchurian Railway, was a move of much significance.
Japan's Special Position. Mr. Yamamoto is not the sort of man to let grass grow under his feet, and it soon became evident that he had definite views regarding the development of Northern Man churia, only one-fifth of which has,

Cost Of Prevention...
