Briand, in his reply to Mr. Kellogg, is gratified that the latter approves the French suggestion to outlaw war, but says if the treaty is extended to nations besides France and Americn, the question will require careful study to ensure the rights of nations interested in the League Covenant and so that existing treaties may be in no wise prejudiced.
