The city fathers of Tokyo indul. ged in a veritable free-for-all yea terday over the question of whether the Mayor of Japan's capital, Jr. Nishikubo, should be called upon to resige or not. For several days past, the anti-Mayor element in the Tokyo City Assembly have been planning measures whereby the pre- sent Mayor should be forced to resign, and it was revolved to bring a non-confidence motion into the Assembly. The Mayor was willing to resign, not because his opponents demanded it, but to avert strife,, and suggested that the Home Minis- ter should relieve him of office. This, his supporters regarded as cowardly and insisted that he stand by his guns.

This remark proved the spark that caused the explosion. Supporters of the Mayor flow at the speaker, dragged him from the rostrum and beat him severely. Simultaneously, the entire Assembly was in an up roar, despite the frantic ringing of the Speaker's bell and shouts of "Order! Glasses, water bottles. hand-ink-pots were hurled hither and thither and when the police rushed in and quelled the melte, four members were found to be in- jured, cne being rather severely cut on the forehead.
