He called attention to figures showing a gradual increase in exports during the last ten years but these had never surpassed imports.

"It may seem strange, for one whose primary function is that of encouraging the sales of American goods in China, to interest himself in the development of China's ex- ports, especially so when it is con- sidered that Americans already buy fifty per cent. more from China than they sell to this country. It is true the United States is China's best customer. And for that reason America may claimi a greater right to a larger sale of its producte in China than it would scein should be the case with those countries whose balance of trade with China is already in their favour and against China. Dur ing the past fifty years of China's foreign trade, there has been no time when its exports exceeded its imports. Thus China has been in the unfortunate position of beiaz a greater buyer of foreign pro- ducts than a seller of its own com- modities.
