MR. HERBERT SMITH, ON LACK OF ORGANISATION...
MORE POLITICS ADVOCATED
AT THE CONFERENCE.
A bitter struggle between the moderate leaders and the extremists for control is expected to come to head at the annual conference of the Miners' Federation, at Southport.
The test of strength will come when the proposal that is being brought for a National Miners Union is discussed.
This plan is backed by the Minority Movement, representing the Communists, and has the sup- port of Mr. A. J. Cook, secretary of the Federation, but it is under- stood that it is opposed by Mr. Herbert Smith, the president

Wasteful Methods,

Mr. Herbert Smith, in bis pre sidential address, while referring to the wasteful methods and lack
of organisation in the coal indus try, which led to last year's dis astrous events, again put forward nationalisation as the solution.
"Everybody knows in the mining districts," he declared, “the effect of short time, longer hours, and lower wages, largely brought by the mad competition of the coal- owners, regardless of the interests of the workers.
While output has gone up with the degrading longer hours, wages have gone down. terrifically" be: said.
