GOVERNMENT PROPOSALS.
In view of the disturbed state of affairs in China the Government
desires to have available for instant use a body of trained men to assist the regular police forer in ease -ni emergency. Such an auxiliary forre can best be secured through the establishment of an enrolled A and trained Police Reserve. Police Reserve force served in Hong Kong throughout the war, rendered most valuable ser- and vices. After the war it was dis handed, and in the crisis of 1992 Special Constables were enrolled,
performed useful work. That fores was purely temporary in it's nature and it was disbanded on the settlement of the seamen's strike. In 1925 a similar body of Special Constables was carollod, and served during the most acute part of the crisis. Owing to the continuation of the anti-British hoycott and the gradual increase of civil strife in China, conditions here have since returned to normal and it is fell that the Colony should have a trained body of Palice Reserves to call upon if has ne required. The Government cordingly instructed the Captain Superinteident of Police to or Kanize a Police Reserve, to be con- posed of persons who voluntarily offer their services for this purpose,
