WHY INCREASE IS UNNECESSARY.

Speed has always been regarded as the primary asset of what Mr. Indyard Kipling described as “the choosers of the slain." Yet in no class of warship ng speed heen developed so relatively little during the past two dreasles ng in the dei trayer. Of course, it is true to say that in no class of warship has the scope for development born less, sing that the maximum practic able speed was the guiding prin- ciple from the outset, Quit? recents ly the new destroyer Amitzon ran her full-power trials on the Clyde, For six hours she maintained a wean speed of 37.47 knots, and her laest performance was in rovering the measured mile at 37.90 knota.

As in the previous two quarlera the highest percentage of losers to tonnage owed by the various coun- tris concerned is shown against Italy, the figure being 0.55 per cent. of steam and nutor tonnage. This compares with 0.9 per cont. for the Jane quarter. Next in order
