LEAGUE OF NATIONS MEMORANDUM.

In preparation for the Inter- national Economic Conference to be held on May 4th at Geneva a memorandum an shipbuilding Ins just been published by the League of Nations containing information on the state of the industry in the principal seafaring countries of the world.

According to this memorandumi the world's building capacity to day excluding the United States-

The world is about 6 million tons. tonnage of 1925 was over 4 mil- lion tous nguinst 47 million

tors in 1913, while the real world demand is probably not more than 55 million tous; for some years to come the maximum production figure is likely to reminia, hetween 11 and 2 million tons.

The immediate future of the in-.¦ dustry in each country is likely to depend not only on the rate of scrapping of old ships and on the general demand for tonnage: bok also on the demand for uw types of vessels.

Sequel To Higher Speed. New construction is influenced by the increasing use--for reasons of centromy of motor vessels and of larger ships in all classes. At the end of June 1986 there were on Lloyd's Register: 15 mötör ships rach of more than 4,000 tons groas against 19 at the end of the same mouth in 1925; in September 1926) there were 17 sen-going motor vessels under construction in the world with a total tomago of 860,500.

Another sequel of this develop- ment in shipbuilding is the in- ereasing demand for tankers for carrying oil in bulk, of which there was a total tounge of 5,665,000 in 1920 against 1,479,000. in 1914.

Certain special reasons operative since the war explain, it is stated. the contraction in the demand for tommage as for instance the higher speed of vessels, increasing the munter of trips-sunde per-gear by individual ships. Tramp tonnage, - especially, tends to become less profitable.

As the skull had been much injur ed it was at first supposed that a crime had been committed, but some old people recalled that many years ago a young man named Bostigni who had given much of his time to bat-hunting, selling the creatures to the superstitious as valuable for their effioney in witch- craft, had reddenly disappeared and never been heard of again. “

Police inquiries and examination of the tower proved that this was the skeleton of Boshigai, who had evidently hech climbing at night in- Ride the roof of the tower some forty years ago and had fallen upon bia head, striking a stone ledge. The tower garret where his remains lay renched only through gup in the stonework, as the trapdoor, formerly approached by a ladder which no longer exists, is rusted and fixed.

A letter from his betrothed was found in the remnant of his jacket. She has been long dead.

The

don Chamber of Com- merce is again actively engaged in calling the attention of the Gov- ernment to the urgent need for the. improvement of the reads and ap proaches to the London Docks. In a statement just issued, it is recalled that in March 1921, follow- ing a largely-attended public meet- ing at the Cannon Street Hotel, a deputation from the London Cham- ber of Commerce and other trading

organizations, hended by Lord Kylsant, the then President of the Chuber, waited upon the Minister of Transport, to urge the need for proceeding, without delay, with the Victoria Dock Road scheme, which had already been adopted by the Ministry. The facilities for trans porting goods by rond to and from the docks had not kept face with the developments in the Port of London, and were, in fact, rapidly deteriorating while improvements in the port were continually being male.

"Assurances were given by the Minister, the statement proceeds, that the work would be put in hand at the earliest possibde date, but the passage of the tandon Frame Bill and the provision of alternative housing acesenmodation for persins who might he dispossessed of their tenements by demolition, were con ditions presedent to any work be ing commenced. The London Trallic Act came on to the Statute Book in 1921 and other Acts to provide for improvement schemes have since ben passed, added to which, large suins have been contributed to the Road Find by motor traffic users, but no prevision has yet hech made for carrying out this work, vitally essential to the oversens trade and commerce of London.

Road Congestion.

During the time which has. elapsed since the Victoria Dock Rond scheme was drawn up, the congestion on the roads to the docke has been steadily increasing, and last year, according to the report of the Administration of the Road Fund; the point at which the highest average daily weight of traffic passed was near the iron bridge over the River Len, where 45,488 tons were observed to pass during a period of 24 hours.

Repeated representations have been made by the Chamber to the Government, and both the London and Home Counties Traffic Ad- visory Committee and the recent Royal Commission on Cross River Traffic have strongly recommended the carrying out of the scheme. In These circumstances, and in view of rumoured intentions of the the Government regarding the Royal Commission's recommendations, the Charuber has addressed the follow- ing letter to the Minister of Trans- port:-

The Chamber has noted with satisfaction that the strongly worded recommendation of the London and

Counties Home Traffic-Advisory Committee as to the urgency of the Victoria Dock Road scheme has since been en- dorsed by the Royal Commission on Cross-River Traffic in London. References have, however, recent- ly appeared in the Press ne to the possible intentions of the Govern- ment regarding the recommenda tions of the Royal Commission, and while the Chamber recognizes the great importance of all those recommendations, it wishes again: strongly to emphasize the urgency of the Victoria Dock Road scheme, In the view of the Chamber, noua of the other schemes put forward by the Commission is of equal importance to the trade and commerce of London.
