True, there was no more definite ground for this assumption than the fact that the Mediter- ranean Fleet is the premier sea command," and therefore it should naturally follow that it would get the latest and most powerful ships. But no doubt, there are other rea- sous than the more question of strategical distribution which have influenced the official decision.

The two Nelsons represent' an entirely new type of battleship. When their nominal trials pre finished there will be much testing and experimenting still to be done. This can be carried out more effec tively in home waters than in the Mediterranean. Not only are the resources of the home Dockyarda considerably more extensive than those of Malta, but members of the big staff of specialists and scientists which is now-a-days maintained at the Admiralty will be better able to keep in touch with the new ships.

Nor is it improbable that diplo matie considerations have been taken into account. The policy of grouping the great bulk of our striking strength in the interior lines

of the Mediterranean is strategically sound, but on this very account it is act particularly pleasing to France and Italy. By retaining the two new battleships in home waters the Admiralty are
