According to Mr. A. T. Sylvester, acting head of the Bureau of Public Works, in his statement to the Customs Bureau, the repairs incluck ing the replacement of five broken piles,

The Dollar official stated that be had seen the Madison leave, and the only damage in her collision with the dock was the breaking of a steel band which held the piles in place. He further said that a strong wind was blowing, at the time and the bow of the liner swung with the wind. He pointed out that according to the maritimo re

gulation, all ships going to and from the piers are placed in charge of a regular pilot. He added that the responsibility resulting from such an accident could pot be placed upon the shipowners.
