The President Madison's accident on March 5th when she hit the head of Pier 7, at Manila occurred. while the ship was in the hands of the pict, according to J. E. Gardner, scting head of the Manila Dollar Line offices. This statement was made in commenting on the

According to Mr. A. T. Sylvester, acting head of the Bureau of Public Works, in his statement to the Customs Bureau, the repairs incluck ing the replacement of five broken piles,

The Dollar official stated that be had seen the Madison leave, and the only damage in her collision with the dock was the breaking of a steel band which held the piles in place. He further said that a strong wind was blowing, at the time and the bow of the liner swung with the wind. He pointed out that according to the maritimo re
gulation, all ships going to and from the piers are placed in charge of a regular pilot. He added that the responsibility resulting from such an accident could pot be placed upon the shipowners.
